The Buk Bijela settlement near Foča was used as a detention facility for Bosniak civilians captured in villages upstream form Foča in April 1992. The detention site was under the jurisdiction of the Army or Republika Srpska that subjected the civilians to inhumane conditions, abuse and beatings.

The ICTY convicted Dragoljub Kunarac, leader of a reconnaissance unit of the Bosnian Serb Army (VRS) which formed part of the local Foča Tactical Group and sentenced him to 28 years in prison for the crimes of torture and rape (crimes against humanity and violations of the laws or customs of war) and enslavement (crimes against humanity). The ICTY convicted Radomir Kovač, one of the sub-commanders of the military police of the VRS and a paramilitary leader in the town of Foča, and sentenced him to 20 years in prison for the crimes of enslavement (crimes against humanity) and rape (crimes against humanity and violations of the laws or customs of war). The ICTY convicted Zoran Vuković, one of the sub-commanders of the military police of the VRS and a paramilitary leader in the town of Foča, and sentenced him to 12 years in prison for the crimes of torture and rape (crimes against humanity and violations of the laws or customs of war).
